There is still friction between the Russian and Estonian populations, but it’s mostly passive aggressive and a marker of an older generation who remember communist rule well. Youngsters are welcoming of visitors, and part of a new wave of artists, designers and party animals that make the capital, Tallinn, a European place to be.
